Charity Packer I do hula dancing videos in the room that is now my temporary kitchen thanks to your company, Mr Handyman of Johnson City, TN, walking out, leaving us without a kitchen for now more than nine weeks. This is hurting my business as I now do not have the background that I need to share these videos to social media. What you did was malicious and cruel. But it is also costing me money.

This is the certified letter that I sent to Charity Packer and Bill Packer. They have not sent us detailed receipts of ALL labor and materials from work done by her company, Mr Handyman Of JOHNSON CITY, TN. It has been six weeks since their company LEFT our kitchen after they reached more than $25,000.00, the legal limit they could charge WITHOUT a contractor’s license of which they do not have. Copies have been sent to the State of TN, The Attorney General Of Tn, The CEO of Neighborly, Mr Davis and our credit card companies.

We hired your company to do several remodel jobs in our home. Those jobs started last September, the first one was to knock down a wall. Joe Russo then told me he was a licensed electrician and could put up cap lighting. That was the second thing that you did for us. That was not cheap. 

During this time we discussed doing our bathroom and I got an estimate from you. 

You did that bathroom going over $25,000.00. 

You did base molding and hung doors and window trim and also did our basement steps. 

Then we did the second bathroom. 

During this time we discussed our kitchen remodel. Joe was the one I spoke with to get this job on schedule and when I asked what it would cost I was not given an estimate but he estimated it to be between $25,000.00 and $30,000.00. That job started May 6th. In this letter I will not go in to ALL of the issues that happened with the kitchen but will tell you that I did ask for detail receipts and finally got a few. The last one I got was May 13, 2025. I had mentioned to Joe that we were going over $25000.00 and I was getting worried. THAT IS WHEN THE RECEIPTS STOPPED COMING.

Then Joe ruined our floor. My beautiful $6300.00 tile floor was ruined. That was when we started to say things that were done wrong that needed to be corrected. You both came to our house and saw the issues and saw that the tile floor was not installed properly. I had the sample board there and Joe saw how it should be put down BEFORE he started. BUT you had already gone over the legal amount you could charge us without having a  TN state contractor license. You even told us you were not contractors.That was the first we had heard of that. 

There are issues throughout this house that need to be corrected. At this point that was when I said I was afraid of your crew and I was and rightfully so because I tried to get them to stop doing things that were not right and they kept going. I had no idea of anyone else to call. I was never told.The next thing I know you walked out of the job blocking us out of our garage and even my gate was closed so I could not get back in our driveway. 

I asked on more than one occasion for detailed receipts and Bill told me I was not entitled to any detailed receipts for materials. YES I AM. I am entitled to those receipts. 

What you did when you left was leave us with people coming to this house to do their part to finish and you had not done what you agreed to do. BUT when they got here we discovered that Joe had put the electric outlet to the range upside down and in the wrong place, there was no water for the freezer and nothing was done for the dishwasher and the light over the pantry is too close for crown molding. SO we have no appliances. They are in the garage. The electric company that had to come to put in a new panel was the clue that told me Joe was not A LICENSED ELECTRICIAN AND HE TOLD ME NOT TO LET ANYONE IN THE HOUSE, KEEP THEM IN THE GARAGE. That company found issues with what he did. I had to let them come in the house. Joe put our house in danger of losing home owners insurance. 

Since that time I have been sick. My husband  has been dealing with a cancer diagnosis and we have NO ONE to finish our kitchen so we can cook normal meals and it has been more than a month. You knew he had cancer when you left. We are now quite possibly going to have to sell our house at a loss because a company came in our home and broke the law taking on a job they should never have done. 

I have texted and sent emails asking for every receipt detailed of the work you did on our house and all the materials. You have ignored those requests. I am entitled to those recipes. The new owners will want to see why this kitchen is not finished. The state of TN is going to want to know why you did that work without a state of TN contractor’s license and other people should not ever have to have this happen to them. 

Please send those DETAILED LABOR AND MATERIAL receipts  of ALL work you have done to our house to the address on the envelope. I am also demanding that you honor your “make it right” guarantee on your website or REMOVE it and I have been in touch with Neighborly about their not honoring their “Done Right Promise”. They will need to remove that as well. 

Pleaser act quickly. I am too sick over this to continue worrying. I will also be dealing with James’ surgery soon and he needs healthy meals.
